I have a Chase Amazon Platinum Visa and Citi Drivers Edge Platinum MasterCard.

Citi sucks. The customer service does not exist, and they need up to a week to post a transaction. Also, online payments take up to four days to post. Never had any problems with Chase. Very professional customer service and fast online updates. They also tend to provide higher credit limits.

There's a court decision from many years ago that is similar to your sister's case. It's the Matter of Winkens, Interim Decision 2429, decided by the Board of Immigration Appeals on Sept 9, 1975.

In that case, a lawful permanent resident child left the U.S. when he was 4 years old. His whole family left in 1968. He was under their custody and control. In 1972, he tried to come back to the U.S. using his green card.

He was stopped and held for a hearing. He lost. The court ruled that the abandonment of his parents caused his abandonment because he was under their custody and control.

Obviously, your sister (married with 3 children) could never convince a court that she is returning to an unrelinquished domicile the U.S. after a temporary trip abroad. The first thing the judge would do would be to quote the Matter of Winkens.

It would be unwise for her to claim that she's still a permanent resident of the U.S.

Your credit line is the total amount of credit available to you. The cash advance amount is the amount of your credit line that is available for cash advances. They are not separate. Your total credit line is 500.

If your card has a Visa logo, then you can use it anywhere Visa is accepted, even competing gas stations if you wish.
